I came across this problem because I wanted to put my web site logo on a printed circuit board a few months ago. You can take a drawing in Inkscape (which can be anything, including a bitmap) and convert it (using pstoedit) into a document for the open-source PCB layout program called “pcb”, part of the gEda open source suite.
